Thailand's much criticized vaccine rollout was thrown into further confusion after an official at the Government Pharmaceutical Organisation (GPO) admitted that only 5 million doses of ModernaCovid-19 vaccine would be available.

 

The Private Hospital Association were banking on TEN million doses being available and registrations for the rollout - to begin in October - were based on that figure. 

 

GPO director Withoon Danwiboon said that hospitals will need to reassess the numbers within this month for the rollout in the fourth quarter reported Daily News.

 

Even the price is still to be decided, he said. Earlier the PHA said it would be 3,800 baht for two doses.

 

The comments of the GPO chief came after one of Thailand's most famous TV presenters - Sorayuth Suthassanachinda - went on Facebook to slam the rollout of vaccines of choice at private hospitals. He thought there was an order of ten million doses. 

 

Dr Withoon said that negotiations with Zuellig Pharma were ongoing and a "Supply Agreement" would be ratified by attorneys in August.  

 

He stressed that the GPO were not in charge of the import but were acting as the official go between.

Police and local officials were perplexed after someone found a seven year old child wandering the beach in the dark at Bang Saen.

 

The child - named only as "A" - was crying for her mummy and was largely incoherent.

 

The cops put out an APB on Facebook. 

 

It was nearly midnight before Orn, the child's mother,  was reunited with her daughter. She had reached Bangkok - about 100 kms away - before she realised she was daughter-less. 

 

The child's grandmother explained to Sanook that it had been a family outing in two cars from Bangkok.

 

"A" was with her stepdad and mum first of all then switched to gran's vehicle after a bit of mid-journey merit making at a temple.

 

After a fun day at the popular beach both her mum and her gran thought A was in the other car.

PHUKET: Phuket International Airport held a full rehearsal of receiving vaccinated foreign tourists yesterday, ahead of the island reopening to international tourists next Thursday (July 1).

The practice run comes ahead of an expected visit to Phuket by Prime Minister Prayut Chan-o-cha tomorrow.

Five international flights will arrive in Phuket on July 1, said a report by the Official Phuket Information Center, operated by the Phuket office of the Ministry of Interior.

A Qatar Airways flight from Doha will arrive at 1:30pm, an EL AL Israel Airlines flight from Tel Aviv will touch down at 1:45pm, a Singapore Airlines flight from Singapore will land at 5:10pm, a Fly Dubai flight from Dubai will land at 8:10pm and an Etihad Airways flight from Abu Dhabi will arrive at 10:20pm.

The flights will bring 440 foriegn arrivals in total.

A report by the Phuket office of the PR Department (PR Phuket) yesterday said that provincial officials expect the number of international arrivals to gradually increase throughout next month, with about 10,000 arrivals in total expected to land in Phuket in July.

Phuket Governor Narong Woonciew led an inspection of the simulation yesterday (June 23), observing the processes tourists will go through before being allowed to leave the terminal.

Joining the inspection were Phuket Airport Director Thanee Chuangchoo, Vachira Phuket Hospital Director Chalermpong Sukontapol and a host of Phuket officers from the Immigration Bureau, Customs, Tourist Police as well as local police and and medical staff from Thalang Hospital.

The rehearsal included passengers disembarking their planes and having their temperature checked before being escorted to each staging area to have their documents processed and verified and swab samples taken.

Phuket is expected to be ready to meet the goals set by the July 1 deadline, Governor Narong said. "With the measures that Phuket Airport has prepared to make tourists who come to be confident in the standards and safety in the implementation of disease control in Phuket," he added.

"For service places, we are not fully open yet. [Restrictions on] Restaurants have been relaxed [for them] to open as usual, but the disease control measures must be strictly followed, wear a mask and keep social distance. The [disease-control] measures we are taking, we should continue, and there will be officers to look after each other for all parties to relieve their concerns," Governor Narong said.

"Many parts are starting to move. Employees are being hired to work. After being closed for a long time, things will come to change suddenly. Many things are being gradually prepared, for example on Friday [tomorrow] we will hold a 'Big Cleaning' event to clean up the whole island, whether it is cleaning beaches, roads and other places, at the same time," he added.

Instead spokesman Taweesilp Visanuyothin suggested that the "bubble and seal" approcah to infections in Bangkok would continue. 

 

This is where places like dormitories and construction sites of workers are sealed off when infections occur.

 

Taweesilp argued that locking down Bangkok could cause more harm than good.

 

He wanted to avoid another mass exodus to the provinces that caused such a debacle at Songkran. 

 

Isolating people in ceratin zones in Bangkok would be a better strategy than risking more spread throughout the country, he suggested. 

 

The CCSA were mulling what to do in the capital at a meeting yesterday. 

 

One prominent doctor had called for a week long shutdown in Bangkok.

The Chonburi Department of Public Health announced 254 new and confirmed cases of Covid-19 with two new deaths today, June 24th.

This makes a total of 7,024 cases of Covid-19 in the current round of infections, with 1,877 still in medical care, and with a total of 39 recorded deaths in Chonburi since the start of this recent round of infections in early April.

Additionally, 5,108 people in total have now been released from medical care and fully recovered since this current wave began. 69 people were released yesterday.

The district-level new cases were as follows today:

Mueang Chonburi 68, Si Racha 32, Banglamung 21, Sattahip 115, Ban Bueng 5, Pan Thong 9, Bor Thong 3, and one new cases transferred from other provinces for medical care.

The details on the cases are as follows:

  1. Cluster at Sattahip Market, 111 cases
  2. Cluster at New Market Mueang Chonburi, 15 cases
  3. Cluster at Ratchaprasit community, Mueang Chonburi, 4 cases

Eight new Covid-19 clusters were reported in Bangkok and its surrounding provinces yesterday, taking the total of clusters in the capital alone to 96, says the Centre for Covid-19 Situation Administration (CCSA).

Taweesilp Visanuyothin, spokesman of the CCSA, said two new Covid-19 clusters were reported at a sewing factory in Bang Kholaem district, where 627 workers were tested and 34 infected, and a jewellery factory in nearby Klong San district, where 46 infected people were found from a total of 281 workers.

Two new clusters were also detected in Samut Prakan at an ice factory in Bang Sao Thong district (17 cases) and a construction company in Muang district (167 cases).

In Samut Sakhon, two new clusters reported at a tyre factory in Krathum Baen district (5 cases) and processed sea food factory in Muang district (6 cases).

A new cluster each was reported at an auto parts factory in Pathum Thani (22 cases) and a military camp in Ratchaburi's Muang district (73 cases).

Dr Taweesilp said 3,174 new Covid-19 cases were reported across country, bringing the cumulative number to 228,539. More than 51 deaths were recorded, bringing the total to 1,744.

He said 1,941 have been discharged, while more 37,018 patients are still in hospital. He said 1,526 patients were in a severe condition and 433 patients required ventilators.

For the top-ten provinces, 956 new cases were recorded in Bangkok alone, followed by Samut Prakan (501 cases), Samut Sakhon (240), Songkhla (185), Chon Buri (142), Pattani (120), Pathum Thani (93), Ratchaburi (91), Narathiwat (89), and Nakhon Pathom (79).

There were no new cases found in 12 provinces -- Lamphun, Lampang, Ang Thong, Phichit, Yasothon, Sing Buri, Sukhothai, Phrae, Amnat Charoen, Mae Hong Son, Bueng Kan and Mukdahan.

From Feb 18 to Tuesday, 8.14 million doses of vaccines were administered across 77 provinces, of which 2.3 million people already received jabs.

The government had already either acquired or reserved 105.5 million doses -- 61 million of AstraZeneca vaccine, 19.5 million of Sinovac, 20 million of Pfizer-BioNTech and 5 million of Johnson & Johnson's vaccine.

According to the Public Health Ministry, Japan has agreed to donate AstraZeneca Covid-19 vaccine doses to Thailand. Thailand was ranked 76th among the countries with the highest cumulative number of Covid-19 infections. Topping the list was the United States with 34.4 million cases.

Phuket authorities are preparing to establish the "EOC Phuket Tourism Sandbox Operation Center" as a command center of all local networks to track and follow up all foreign tourists during their visit to the island to potentially prevent the spread of the Covid-19 Coronavirus, the Phuket governor reported today, June 23rd.

Governor Narong Woonciew told reporters after the meeting with Phuket tourism sandbox operation center officers this morning that the so-called "EOC Phuket Tourism Sandbox Operation Center" will be formed as a command center for tracking and tracing arrivals by using Phuket Smart city technology as a driving mechanism.

The governor was positioned as the incident commander, along with relevant government agencies, including military officers and the police to manage, supervise, and monitor the arrival and departure of foreign tourists and Thai people traveling to Phuket.

Narong stated: "The operation center will be located at Emergency Command Center 191, Phuket Provincial Police, and will be connected to all immigration checkpoints and public services on the island, including the Phuket International Airport, land immigration checkpoints, water immigration checkpoints, hospitals, hotels, etc., in order to effectively support the Phuket Sandbox operations. All of the visitors' data and identification will be tracked and recorded in the "Mhor Chana" application."

"The operation is also considered as a major collaboration between working agencies with the use of technology for its crucial benefit. From July 1stonwards, all immigration checkpoints will be provided with the modern equipment for screening people entering the Phuket area to raise the standard of screening procedures to control and prevent Covid-19 infections from outside the island." The Department of Medical Services (DMS) reports that beds designated for patients in a critical condition at all state-run hospitals in Bangkok are now fully occupied by COVID-19 infected patients with severe symptoms.

DMS Director-General Dr. Somsak Akkasilp said infected patients' access to hospital beds, equipped with life-saving equipment, has become extremely limited under the current circumstances, while the last 20 such beds are being reserved for emergency patients.

He said the shortage is of particular concern now, especially since demand for this type of hospital bed, by the so-called yellow and red groups, is high. Patients in the yellow group are those with moderate symptoms who run the risk of developing a severe condition, while patients in the red group are already exhibiting serious symptoms.

According to Dr. Somsak, Bangkok and its surrounding provinces have continued to record more than 1,000 new COVID-19 infections per day over the past couple of months, which has resulted in a sharp increase in the number of infected patients in both the yellow and red groups. As of Monday, all 409 hospital beds for patients with serious symptoms were fully occupied by critically ill COVID-19 patients.

A prominent doctor has suggested a seven-day lockdown of Bangkok, to curb the spread of COVID-19 as the number of new infections is increasing.

Describing the situation as "desperate, without many options," Assoc. Prof. Dr. Nitipatana Chierakul, chief of the respiratory disease and tuberculosis division of the Faculty of Medicine at Siriraj Hospital, posted on Facebook today (Wednesday) that daily new infections keep increasing in the capital, with a likelihood they will rise well beyond the thousands per day.

He also stated that the discovery of new cases in hospitals accounts for over 10%, and that more children, elderly and those with high-risk diseases are being found infected during this wave than during previous outbreaks, signaling that the pandemic has spread further into communities.

Dr. Nitipatana said that the situation will lead to a shortage of hospital beds, with less than 5% capacity remaining. This means that the beds will be allocated mainly to severe cases, displacing those with less severe symptoms who will then need to be treated elsewhere. The lower standard of treatment received may lead to yet further spread of the virus, he said.

The doctor said that the sure answer to preventing a fourth wave of COVID-19 infections is to lockdown Bangkok for at least seven days, to fix the existing issues and to prevent other problems from developing.

Most importantly, if the lockdown is imposed, people in Bangkok must be banned from travelling to other provinces, which authorities failed to ban during the Songkran holidays.

Previously, Dr. Nitipatana has voiced his concern over the premature reopening of Thailand to foreign visitors in four months, as announced by Prime Minister Prayut Chan-o-cha last week, pointing out that the mass vaccination of 50 million people in the country should not be the only consideration when making such a decision.

The Phuket Sandbox is due to open on July 1 and will be a major milestone in the government's quest to reopen the country by October.

As it stands, tourists that have been vaccinated with AstraZeneca, Pfizer, Moderna, Johnson & Johnson, Sinovac, and Sinopharm vaccines will be allowed to enter Phuket freely.

However, a senior doctor at Siriraj Hospital says that the Sinovac vaccine should be taken off the approved list due to recent studies. (Read more here)

"The studies are pretty conclusive, this vaccine does nothing to prevent the spread of the Delta variant of the virus," the doctor told Thai Enquirer on condition of anonymity.

"The Delta variant will be the dominant strand in the world before long and we cannot let people in who would spread this disease further."

The doctor added that while the Sinovac vaccine likely helped to prevent severe symptoms, it was not enough to allow its use with the Phuket sandbox program.

"For our own people, it is okay because it helps the public health sector fight against severe symptoms and prevents deaths," he said. "But in terms of foreign travelers, they could not have symptoms at all but still carry the disease and spread it."

"That is why we cannot approve Sinovac for foreign travelers coming to Thailand."

Over 900 of today's 3,174 new Covid cases in Bangkok

THE COVID crisis in Bangkok remains dire with 956 out of 3,174 new cases appearing in the past 24 hours being in the capital which also currently has 210 patients in severe condition, Siam Rath newspaper said this afternoon (June 23).

Out of 51 fatalities over the past day, 34 were in Bangkok, the Centre for Covid-19 Situation Administration (CCSA) said.

New clusters have cropped up five provinces with two being in Bangkok, one at a sewing factory in Bang Kho Laem district and the other a jewellery factory in Khlong San district, with altogether 80 cases logged.

Two clusters also appeared in Samut Prakan province, at an ice factory and construction company, totalling 184 cases.

Samut Sakhon too had two new clusters, at a tire factory and a food processing plant, totalling 11 cases,

Pathum Thani's one new cluster is at an auto parts factory with 22 cases.

A cluster at a military camp in Ratchaburi brought in 26 cases.

Dr. Taweesilp Visanuyothin, CCSA's spokesman, said of today's 3,174 cases, 3,148 were domestic with 2,392 emerging in service and health systems, 720 found through proactive search in communities, 36 appearing in prisons and detention centres. At the sametime 26 overseas arrivals were found to be infected.

This took the cumulative confirmed total since the start of the pandemic to 228,539 and in the current wave that began in April to 199,676.

Today's 51 fatalities took the death toll since the onset of the pandemic to 1,744 and in the current wave 1,650.

Another 1,941 patients were cured taking total recoveries since the start of the pandemic to 189,777 and in the ongoing wave 162,351.

Altogether 37,018 patients are still undergoing treatment, with 11,366 being in hospitals and 25,652 in field hospitals, while 1,526 are in severe condition with 433 requiring ventilators.

The top 10 provinces logging the highest number of cases today are as follows:

The Thai baht hit a near nine-month low on Tuesday, extending losses for a seventh straight session, as the US Federal Reserve's recent hawkish turn continued to weigh on the currency.

Equity markets across Asia tracked a global overnight rebound on Wall Street, as market participants turned their attention to economic growth.

The baht, which has come under pressure along with its regional peers after the Fed last week indicated earlier than expected policy tightening, dipped to its lowest since Sept. 30, 2020.

"The baht's recent weakening is largely due to the US Fed's recent hawkish pivot, likely exacerbated by Thailand's already weak economic fundamentals due to the virus situation," said Dhiraj Nim, FX strategist at ANZ Research.

While strict entry requirements and quarantine measures initially helped keep Thailand's coronavirus outbreaks under control, the curbs saw revenue from its key tourism sector plummet.

Investors are also awaiting a Bank of Thailand meeting on Wednesday, where the central bank is expected to keep its policy rate at a record low, but likely cut its economic growth outlook.

The baht is likely to move between 31.55 and 31.70 during the day, Krungthai Bank market strategist Poon Panichpibool said.

Poon explained that the baht had weakened due to concerns among foreign investors about the Covid-19 situation in Thailand. This worry had prompted them to sell their risk assets in the country. He added that this issue was of greater concern to Thailand than the strengthening of the dollar.

However, the baht would not weaken sharply, as exporters aim to sell dollars when the baht reaches around 31.60 to 31.70 to the US currency.

He said it was almost impossible for the baht to hit 32 to the US dollar.

Phuket could be forced to CANCEL SANDBOX

With no international tourists, Patong's businesses have been forced to close.

A widespread Covid outbreak in Phuket could mean the cancellation of the Sandbox scheme, the Centre for Covid-19 Situation Administration (CCSA) said on Tuesday.

In the past 24 hours, Phuket reported four cases, and it has reported less than 10 cases per day since May 16.

"If there are more than 90 cases per week, Phuket will be closed. But different levels of measures will also be implemented before the decision for ultimate closure," said Dr Taweesin Visanuyothin, the CCSA's spokesman.

In addition to the number of new cases, Taweesin said the following factors could lead to the cancellation of the project:

  • If the virus spreads to all three districts, and to more than six subdistricts.
  • If there are more than three clusters with widespread infections, and where the cases cannot be linked.
