Thai baht rises as officials consider resumption of Test & Go

Thailand saw strength in its currency "baht" today as expectations are high for the relaxing of quarantine for vaccinated visitors under "Test & Go" quarantine exemption scheme. Registration for the entry scheme was closed last month, but the Public Health Ministry is proposing the scheme be reopened again. The Public Health Minister says that if approved by the Centre for Covid-19 Situation Administration, the registration for the scheme can resume on February 1.

Treasuries surged throughout the curve during Asia hours as investors braced for a more hawkish Federal Reserve, with two-year rates, which mirror short-term rate forecasts, crossing 1% for the first time since February 2020. With the exception of China (.SSEC) and the Philippines (.PSI), it was less than half 1%, though developing Asian stock markets were higher.

Doubts are increasing that the Central Bank will begin tightening in March if the markets do not expect an interest rate hike next week, with investors eyeing the Fed's meeting on January 25 to 26. Earlier, the baht rose as much as 0.7%, which passed its highest level since November last year, before reversing most of its gains to trade 0.3% higher. Stocks (.SETI) also momentarily reached a new high for the year.

The OCBC analysts say "Expect the baht to benefit from this feel-good development".

"This push may well be speculative, as there are still no signs that tourist inflows will return in sufficiently large numbers to justify sustained baht appreciation."

Thailand's Ministry of Public Health is planning to discuss color-code rezoning and the revision of the "Test&Go" tourism scheme at a general meeting of the Center for Covid-19 Situation Administration (CCSA) on Thursday, January 20th.

Public Health Minister Anutin Charnvirakul revealed to the press today, January 17th, that the Ministry would mention the possibility of the provincial color code readjustment and the ease of some preventive measures to allow more living flexibility while continuing to stay cautious of the virus.

TPN media notes that Thailand uses a color-coding system from green to dark red to determine restrictions and policies across the country by province and area. Dark red reflects the toughest measures with green being the lightest. Most of the country is currently at an "orange" level which primarily restricts alcohol sales and gathering limits.

Some tourist-reliant areas are the "BLUE" zone (Business, Leisure, Ultimate Experience) which has the ability to enact more relaxed rules, especially around alcohol. When being asked by Thai reporters about the possibility of reopening entertainment venues like bars, nightclubs, pubs, etc which have been legally closed since early April of 2021, Anutin only stated the relaxation of measures in the high-risk areas would be slowly and gradually implemented. Anutin added that the Thai government already allowed entertainment venues to operate as 'modified' restaurants but stated that the operators must strictly abide by the new opening rules and not discreetly run as bars or pubs.

These rules, TPN media notes, have not been popular with most operators of nightlife venues as currently, the legal closing time is 9:00 P.M. and in some areas, like Pattaya, all customers must take a Covid-19 rapid test before entry within 72 hours. Other rules, like banning pool tables, singing, dance floors, etc. have also not been greeted with positive feedback.

The proposal of the return of the "Test&Go" plan would also be introduced at the Thursday, January 20th meeting, according to Anutin. However, the discussion and the final decision would be under the authorities of the CCSA (Center for Covid-19 Situation Administration) after Thursday's meeting, prioritizing the safety of the citizen and the medical frontliners.

TPN media adds that this is a proposal and NOT a guarantee that the Test and Go would return immediately or even in the very near future.

Thailand's Health Ministry to propose reopening Test & Go registration

The Public Health Ministry plans to make a proposal to reopen registration for the Test & Go quarantine exemption scheme. Public Health Minister Anutin Charnvirakul told Thai media today of his plan to make the proposal to the CCSA for this week's meeting.

The proposal needs approval from Centre for Covid-19 Situation Administration before travellers can register for the entry program again. The next CCSA general meeting, which is chaired by PM Prayut Chan-o-cha, is scheduled for Thursday.

Registration for entry under the Test & Go scheme was closed following the first local transmission of the Omicron variant in Thailand, but those who had previously registered have still been able to come to Thailand under the scheme. Test & Go allows vaccinated travellers to enter the country with just a minimal quarantine period, typically up to a day, while they wait for the results from an on-arrival RT-PCR test,

With the Emergency Decree put in place at the start of the pandemic still in place, the decision on the entry program, part of the Thailand Pass, is up to the CCSA. The colour-coded zoning with coordinated disease control measures will also be discussed at the meeting and whether to make any revisions.

Anutin said that the Ministry of Public Health understands the economic situation and problems that all residents are facing, adding that he informed the director-general of the Department of Disease Control, Opas Karnkawinpong, that post-pandemic life should be back to normal as much as it can be.

Also, Omicron spread quickly and raise up the case but the symptom is quite mild and Thailand can handle it, the minister said. He also added that health safety was taken into account when the ministry decided to propose the resumption of the Test & Go scheme.

Thai media also asked the minister about the reopening of entertainment venues. He explained that it has to be gradually changed, especially for areas considered to be at high risk of transmissions.

Bars and nightclubs, which have been closed for 9 months due to strict disease control measures, have recently been able to apply for permission to reopen as a restaurant with those in "blue" zones allowed to serve alcohol until 9pm.

Anutin told Thai reporters that these bars-turned-restaurants must truly operate like a restaurant, not like a pub or bar typically would. If venues do not abide by the rules, then disease control measures on the entertainment industry will not be lifted.
