♦️ Prime Minister Prayut Chan-o-cha on Thursday insisted he has no plans to change the cabinet line-up or dissolve the House of Representatives and call an early general election.

♦️ Thailand will resume registrations for the 'Test & Go' quarantine waiver for vaccinated arrivals from 1st February, the Centre for Covid-19 Situation Administration (CCSA) said on Thursday, in response to slowing coronavirus infections.

♦️ The Thai government has further relaxed Covid-19 measures in "orange" provinces as well as "blue" tourism provinces, allowing restaurants to remain open for two more hours until 11pm for alcoholic drinks.

♦️ The Center for COVID-19 Situation Administration agreed with the extension of the state of emergency for two months and reduced the number of COVID-19 control provinces to 44 from Jan 24 onwards.

♦️ The Public Health Ministry's controlled drugs committee on Thursday approved the removal of cannabis from the list of illicit drugs. The decision will be referred to the Office of the Narcotics Control Board for approval.

♦️ The Bank of Thailand (BOT) will issue 20-baht polymer banknotes from 24th March in order to have new and clean notes in circulation that can last longer.

♦️ The Civil Aviation Authority of Thailand has explained that 5G emissions do not affect aviation and confirmed that the signals are on a different wavelength. The CAAT said that they have been monitoring the issue closely since last year.

♦️ Thailand's Public Health Ministry will not order schools to close down because a few pupils are infected with Covid-19, but only if there are clusters of infections, according to the deputy director-general of the Department of Health.

THE Centre for Covid-19 Situation Administration (CCSA) executive committee today (Jan. 20) extended drinking alcohol in restaurants at two zones from 9 p.m. to 11 p.m. while also reducing orange zone provinces from 69 to 44, Sanook.com said.

Dr. Taweesin Witsanuyothin, CCSA's spokesman, said only restaurants in blue tourism pilot scheme and yellow high surveillance zones may serve alcohol to guests, altogether 33 provinces.

These restaurants must also have obtained Safety & Health Administration Plus (SHA+) and Thai Stop COVID 2 Plus certificates to do so.

Covid control zoning was changed as follows:

1) Dark red highest and strict control zone – no provinces;

2) Red highest control zone – no province:

3) Orange control zone – 44 provinces, namely Kalasin, Khon Kaen, Chanthaburi, Chachoengsao, Chumphon, Chiang Rai, Chiang Mai, Trang, Trat, Tak, Nakhon Nayok, Nakhon Pathom, Nakhon Ratchasima, Nakhon Si Thammarat, Nan, Buriram, Prachuap Khiri Khan, Prachin Buri,  Ayutthaya, Phrayao, Phatthalung, Phetchaburi, Mahasarakham, Mukdahan, Mae Hong Son, Yasothon, Roi Et, Ranong, Rayong, Ratchaburi, Lopburi, Sisaket, Songkhla, Satun, Samut Prakan, Samut Songkhram, Samut Sakhon, Sa Kaeo, Saraburi, Surat Thani, Surin, Nong Khai, Udon Thani and Ubon Ratchathani;

4) Yellow high surveillance zone now has 25 provinces, namely Kamphaeng Phet, Chainat, Chaiyaphum, Nakhon Phanom, Nakhon Sawan, Narathiwat, Bueng Kan, Pattani, Phichit, Phitsanulok, Phetchabun, Phrae, Yala, Lampang, Lamphun, Loei, Sakon Nakhon, Sing Buri, Sukhothai, Suphan Buri, Nong Bua Lamphu, Ang Thong, Amnart Charoen, Uttaradit and Uthai Thani;

5) Green surveillance zone – no provines;

6) Blue tourism pilot scheme zone remains unchanged with its eight provinces being Bangkok, Kanchanaburi, Krabi, Chonburi, Nonthaburi, Pathum Thani, Phang Nga and Phuket as well as some areas in other provinces.

Meanwhile the Public Health Ministry said this morning that there were 8,129 Covid cases and 19 deaths over the past 24 hours taking the cumulative confirmed totals since Jan. 1, 2022 to 129,627 and since the start of the pandemic 2,353,062.

Today's 19 fatalities raised the death toll to  21,987.

Another 6,978 patients were cured taking total recoveries since Jan. 1, 2022 to 79,847 with 82,734 patients still undergoing treatment.

Modified Test & Go scheme to resume from Feb 1

The revised Test & Go scheme will be reintroduced on February 1 to travellers from all countries, the CCSA announced following a meeting chaired by Prime Minister General Prayut Chan-o-cha.

Under the original scheme, which was suspended on January 7 following a surge in new Covid-19 cases after arrival of the Omicron variant, fully vaccinated foreign tourists were required to book a hotel room for just one night. They were allowed to travel freely after testing negative via RT-PCR on check-in at their hotel.

But under the updated scheme, tourists are required to book a hotel room for at least five nights. The paid booking receipt is required as evidence for applying for entry via the Thailand Pass website.

The hotels they book must possess Safety and Health Administration (SHA) Plus certification or be allowed to serve as Covid-19 alternative quarantine facilities.

Tourists must undergo a RT-PCR test on the first day of arrival and again on the fifth day. If they test negative, they are free to travel to their destinations, the CCSA said.

The scheme also retains the requirement for tourists to purchase health insurance worth at least US$50,000. Additionally, they must have a negative RT-PCR test result within 72 hours before departure. Kids under 6 who travel with their parents will be exempted from the test.

Tourists are also required to provide certificates of full vaccinations or medical certificates that they have contracted and recovered from Covid-19 when they apply for entry via Thailand Pass.

Tourism business operators have been calling on the government to resume the Test & Go scheme to resuscitate the dying industry. They pointed out that the sandbox schemes in Phuket and three other provinces were not enough to revive the industry.

CCSA spokesman Dr Taweesilp Visanuyothin noted that the committee decided to ease restrictions after the Covid-19 situation was seen to improve and stabilise.

He said new cases after the long New Year holidays were below worst-case scenarios, when it was feared these cases would rise to some 30,000 a day after the holidays.

On Thursday, the Public Health Ministry reported that there were 8,129 new Covid-19 cases and 19 deaths in the past 24 hours.

Taweesilp said the graph of new Covid-19 fatalities was even lower than the expected projection line.

Due to the stabilised situation, the CCSA also decided to reduce the number of controlled or "orange-zone" provinces from 69 to 44, Taweesilp said.

The 25 provinces that were taken out of the orange zone were put under the "highly monitored" list of provinces, or the so-called yellow zone. Earlier, there were no provinces in this category.

People in yellow-zone provinces are allowed to consume alcohol in restaurants and events can be held with no more than 1,000 people, the doctor said.

He said the CCSA had heeded calls from business operators to extend the drinking time from 9pm to 11pm for restaurants in tourism pilot provinces, or the blue zone, as well as yellow-zone provinces.

The CCSA also heeded calls from pubs, bars and karoke shops to allow them to resume business after they adapted their venues to become restaurants.

He said these operators must obtain permission from provincial Covid-19 situation committees and their venues must meet SHA Plus or Thai Stop Covid 2 standards, while they need to enforce Covid-Free-Setting measures to be allowed to reopen as restaurants that can serve alcohol.

Due to the improved situation, the CCSA decided not to extend the Work From Home period for government agencies after this month-end, Taweesilp said.

He said large schools with 1,000 students outside orange-zone provinces may consult their provincial committees for resuming on-site studies provided they observe and implement strict Covid-19 preventive measures among students.

Test & Go registration back on, travellers can apply for entry starting February 1

Test & Go is back on, and vaccinated travellers will be able to register for (almost) quarantine-free entry to Thailand starting February 1. There have been slight revisions to the rules, now requiring travellers to have proof of their hotel booking on the first and fifth day of their stay in Thailand when they undergo RT-PCR tests.

At its general meeting chaired by PM Prayut Chan-o-cha, the Centre for Covid-19 Situation Administration agreed to reopen registration for the entry scheme. The measure needs to be published in the Royal Gazette to be made official.

Entry under Test & Go is open to travellers from all countries. Those who are fully vaccinated against Covid-19 must apply for a Thailand Pass QR code to enter the country. Travellers are required to take an RT-PCR test on arrival and stay at an approved hotel for up to a night while they wait for their test results to come back.

Travellers will now need to book a stay at an approved hotel on their fifth day in Thailand for their second RT-PCR test. A spokesperson says travellers do not need to stay at the same hotel, adding that they can travel throughout Thailand in between their tests.

Requirements for Test & Go…

  • Proof of hotel booking for Day 1 and Day 5 in Thailand
  • Confirmed payment for a SHA+ approved hotel
  • Pre-payment for the two RT-PCR tests
  • Certificate of vaccination or vaccine passport
  • Proof of a negative result from an RT-PCR test issued no more than 72 hours before departure

Registration for the travel scheme had been closed last month following the first local transmission of the Omicron Covid-19 variant. Infections spiked after the New Year holiday, leading officials to temporarily tighten measures. A spokesperson at the CCSA's press briefing says the decisions to loosen measures and reopen Test & Go were under careful consideration, adding that the Covid-related fatality rate has been on a decline.

"Infections have increased, but are going so at a manageable rate and is now stabilising with trends suggesting a decrease very soon. The number of patients with severe Covid-19 infections is also stabilising and the rate of fatalities as … relative to the Delta variant, quite low."

The CCSA also decided to more destinations to the Sandbox entry programme, which allows vaccinated travellers to enter specified areas and roam freely for a week instead of undergoing a quarantine period at a hotel or facility. Trat's Koh Chang was approved as well as Chon Buri's Pattaya, Koh Sichang, Na Chom Tian and Bang Sare.

Those who are unvaccinated must enter under the Alternative Quarantine programme, which requires travellers to isolate at an approved hotel or resort for 10 days and undergo Covid-19 tests before they can be released.
