Chonburi announces 811 new and confirmed cases of Covid-19 and one new death

Highlights:

  • 811 new confirmed cases of Covid-19 in Chonburi today

  • 709 positive ATK tests were reported but all require a second confirmed PCR test before being counted as official cases. The ATK positive tests are just "possible" cases until confirmed by PCR.

  • 608 people recovered and were released from medical care

  • One new death

The Chonburi Department of Public Health announced 811 new and confirmed cases of Covid-19 today with one new death, February 18th, 2022.

This makes a total of 28,805 cases of Covid-19 in the current round of infections, with 7,334 people still under medical care/supervision, and with a total of 38 recorded deaths in Chonburi since the start of this recent round of infections at the beginning of this year, January 2022.

Additionally, 608 people were also released and recovered yesterday in Chonburi. 21,126 people in total have now been released from medical care and recovered in Chonburi since this current wave of Covid-19 began at the beginning of this year, January 2022.

One person was listed as being in serious condition in Chonburi currently, either on a ventilator or pneumonia. The person was not vaccinated. According to the Chonburi Department of Public Health, the vast majority of recent cases are mild or asymptomatic.

The one new death was at the age of 77 with personal health problems and pre-existing conditions. The person received double doses of the Covid-19 vaccine.

In total, 1,963,171 people in Pattaya and Chonburi have received their first dose of a Covid -19 vaccine which is 84.29 percent of the total Chonburi population. Of those, 303,290 have received their first dose and are what the Thai government calls 608 groups (elders, have chronic health problems, and pregnant) which is 81.98 percent of those in these risk groups in Chonburi.

729,615 people have received their triple dose which is 31.33 percent of the total Chonburi population. Of those, 125,452 are 608 groups which is 33.91 percent of those in these risk groups in Chonburi.

The district-level new cases were as follows today:

Mueang Chonburi 155, Si Racha 266, Banglamung (Pattaya) 148, Panat Nikhom 32, Sattahip 44, Ban Bueng 29, Phan Thong 38, ฺBor Thong 3, Ko Chan 2, Nong Yai 1, and 93 people transferred from other provinces for medical care.

The details on the cases are as follows:

Provincial governors in Thailand told to prepare plans for COVID-19 surge

Provincial governors have been ordered by Prime Minister Prayut Chan-o-cha to prepare contingency plans to cope with rising COVID-19 infections, as daily new infections are exceeding 18,000, Government Spokesman Thanakorn Wangboonkongchana said this morning (Friday).

He said the prime minister wants all governors to intensify publicity campaigns, through their networks of village heads and community leaders, urging people to comply strictly with basic safety measures. Those in border provinces have been instructed to look out for illegal migrant workers and to report "suspicious-looking strangers" in their communities to the authorities.

He also said that police and labour officials have been told to check factories in their localities, to make sure that they are not hiring illegal migrants, and to crack down hard on human trafficking gangs smuggling workers from neighbouring countries to work in Thailand.

Citing data from the COVID-19 Information Centre today, Thanakorn said that 18,066 new infections were reported nationally in the past 24 hours, including 17,898 locally-acquired cases and 168 among arrivals from abroad.

Cumulative infections since January 1st this year are 451,042, with 27 COVID-19 related fatalities. 12,511 people recovered today and 149,589 are still being treated.

In total, 121,035,637 vaccine doses have been administered in Thailand. 52.9 million of these were first doses, 49.3 million second doses, 17.3 million third doses and 1.4 million fourth doses.

Still Buggy Thailand Pass Being Fixed, Gov't IT Geniuses Promise

Persistent bugs in the Thailand Pass are being address, the government claimed, as delays in approving travelers' QR codes continue.

A train wreck since Day 1, Thailand Pass' website and back-end system still need improvement, even Prime Minister Prayut Chan-o-cha complained.

A new entry pathway called Thailand Pass Hotel & Swap – not "Swab" as clickbait news plagiarizing websites continue to copy and paste –now has been approved and promises to cut the time travelers need to spend with Thailand Pass, the government's IT geniuses claimed.

Prayut ordered relevant agencies to mend outstanding issues with the Thailand Pass system and to continue making improvements.

The Digital Government Development Agency, the developer of the flawed system, is continuing to issue QR codes for Thailand Pass applicants within seven days. An aim is to make processes comply with Thailand Pass's Service Level Agreement.

The Tourism and Sports, and Foreign Affairs ministries now are adding the Thailand Pass Hotel subsystem to facilitate automatic approvals on the part of hotels.

Hotels in Thailand will be asked to join this system so they would receive emails when bookings are made. This new approach will benefit hotels as well as travelers, as both groups are users of the Thailand Pass system.

Servers are being added for this new approach and a live chat function is being added to resolve problems for Thailand Pass users.

The Center for Covid-19 Situation Administration has approved an additional entry pathway for international travelers arriving in Thailand.

The Thailand Pass Hotel & Swap system (TPHS) needs just 10-15 minutes until it can issue applicants with a "pending approval" message. TPHS will receive data updates from the Thailand Pass system every hour.

The "Swap" in the name pertains to the ability of tourists to easily change hotels during their stay while still being tracked so they complete their second required RT-PCR test.

Bars remain closed, the Emergency Decree continues, egregious testing requirements persist and barriers to foreign tourism remain, even though Thailand now admits Covid-19 no longer is a medical emergency.

Dr. Kiatiphum Wongrajit, permanent secretary for the Public Health Ministry, said that as the number of Covid-19 patients needing hospitalization decreases, the coronavirus no longer can be not considered a medical emergency.

Only about 700 Covid-19 patients were admitted to hospital for recently, he said, justifying the respiratory disease's removal from the Universal Coverage for Emergency Patients program.

UCEP remains available for Covid-19 patients with underlying illnesses, however, Kiatiphum said. For such patients, UCEP would provide them with comprehensive treatment coverage.

The ministry plans to introduce UCEP Plus to help people who had mild Covid-19 symptoms and chronic diseases at the same time. The Department of Health Service Support and the National Institute for Emergency Medicine would discuss UCEP Plus criteria, including the chronic diseases, whose Covid-19 treatment would be covered, Dr Kiatiphum said.

The patients who had mild or no symptoms would be advised to do home isolation or hotel isolation with online observation by officials concerned. "Hospitels" would not be included, he said.

Various tourism business operators in the South and the East as well as the Thai Hotels Association are calling on the government to fully reopen the country to international tourists by lifting all remaining Covid-19 restrictions from next month.

In an open letter addressed to Prime Minister Prayut Chan-o-cha and other officials dated Wednesday, the groups said the government should declare Covid-19 an endemic and lift all restrictions, including the Thailand Pass and post-arrival coronavirus testing requirements for international tourists.

Several countries, including Sweden, Denmark, Norway and the United Kingdom, have already declared the spread of Covid-19 as an endemic and cancelled almost all of their coronavirus curbs, the letter said.

"Thailand needs to further relax Covid-19 restrictions for tourists now, or else it may lose the ability to compete with other nations," the groups said in the letter, referring to key competitors in the global tourism market such as Vietnam and Japan.

In this region, the Philippines, for instance, on Feb 10 cancelled post-arrival Covid-19 tests previously imposed on international visitors, it said.

Moreover, April will be an important month for Thailand's tourism industry as Western tourists usually like to travel to the kingdom during the Easter holidays, while Songkran normally attracts a huge number of foreign visitors, it said.

The letter calls on the government to cancel its policy to conduct repeated RT-PCR Covid-19 tests on foreign tourists during the first and fifth days of their stay in the country.

On Feb 1, the Centre for Covid-19 Situation Administration (CCSA) began relaxing the country's Covid-19 restrictions for visitors arriving under the Test & Go scheme by lifting the mandatory quarantine period and shifting to the tests.

However, to enter Thailand under this scheme, tourists must book a hotel room for their fifth-day testing ahead of their travel.

According to the tourism associations, the number of Covid-19 infections found during second RT-PCR tests was lower when compared with infections found among the local population.

Citing figures compiled in Phuket from Feb 1 to Sunday, these associations said the infection rate among post-arrival tests was 2.17% while the rate of infections found in second tests on the fifth day was 3.56%.

"Still, these infected tourists have apparently not caused any burden on the country's healthcare system as their infection rate is very close to that of the common flu," they said in the letter.

All foreign tourists who tested positive for Covid-19 either showed mild or no symptoms, according to the letter.

Quarantine for an infected tourist should also be shortened from 10 to only five days, while those identified as at high risk of contracting the disease should be exempt if cleared of infection in the first test, said the groups.
