THE PUBLIC Health Ministry will be tabling further relaxation of Covid control in stages to the Centre for Covid-19 Situation Administration (CCSA) executive committee meeting on Friday (Mar. 18) leading to the public to eventually not having to wear face mask in open areas, Amarin TV said today (Mar. 16).

Dr. Kiatpoom Wongrachit, the ministry's permanent secretary, said another key proposal is to ease the Test & Go entry procedure which if approved travellers would no longer have to undergo a PCR test 72 hours before their journey only having to get one done upon arrival and then themselves recheck by ATK on the fifth day.

It will also be proposed that traveller's health insurance be reduced from $50,000 to $10,000 because average medical care cost per patient has dropped from 1 million baht to only 2,000 baht.

Dr. Kiatpoom added that CCSA would also be told that the plan to shift Covid from a pandemic to endemic status would require adjustment of around 10 social and legal measures that have been issued with a key example being switching from using the emergency decree to using Communicable Disease Act.

However adjustment would have to be made in steps, during the next four months a three plus one plan will be implemented leading to the safer post-pandemic stage. Where  endemicization is concerned, this depends on the World Health Organisation (WHO) declaring that the virus is no longer mutating strongly.

However these steps do not mean that after four months people can discard face masks with goals to be set such as those sick having to wear them. However the rule would then be relaxed allowing people to not wear face masks in open spaces such as parks but doing so when gathering such at stadiums or concerts.

The Covid tally this morning was 23,945 cases and 70 deaths, adding up to a cumulative confirmed total of 3,250,642 since the start of the pandemic.

Another 24,059 people tested positive by ATK but this total was not added to the daily count.

An additional 23,339 patients were cured taking total recoveries since the start of the pandemic to 3,004,752 while 221,572 are still undergoing treatment.

Today's 70 fatalities raised the death toll to 23,918.

Altogether 126,263,611 doses of vaccines have been administered.

On Wednesday, the Department of Airports said it had sought an explanation from the airline about the flight cancellations.

The Nation learned from some Betong residents that their bookings from Betong airport were cancelled on Tuesday by Nok Air. No reason was given.

A Betong resident said she booked a seat from Betong to Bangkok on Flight DD5183 that was scheduled to depart Betong at 12.30pm this Friday and reach Don Mueang International Airport at 2.30pm.

But the airport called her at 11.55am on Tuesday to inform her that she would have to shift to Hat Yai International Airport. She was told she could choose a refund but would have to wait 45 days.

Another passenger said his flight from Betong to Don Mueang on Wednesday was also cancelled.

A local Line group discussed Nok Air's flight cancellations and called on the airline to provide an explanation.

Sources said the airline apparently cancelled the two flights because the number of passengers, who booked the flights in advance, was less than 30.

Nok Air's Facebook page highlighted its first commercial flight into Betong Airport on Monday without mentioning any flight cancellations.

The Department of Airports said Nok Air affirmed it was ready to operate on the Betong-Don Mueang route but the flights on Wednesday and Friday were cancelled because of "marketing mistakes".

The department quoted Nok Air as saying it would "review route operations with agencies concerned".

On Friday, Nok Air would fly an "influencer flight" by inviting YouTube channel casters, social media influencers and tourism operators to fly on a flight to Betong, the department said.

It went on to say that Nok Air would also hold a press conference later on Wednesday to explain the situation. The airline would fully refund all passengers who booked Wednesday and Friday flights and give them a compensation of Bt1,200 each.

The department said it would monitor the case closely until all passengers were compensated and the airline explained what had actually happened.

The US Embassy has commended Thailand for joining the UN vote to condemn Russia's invasion of Ukraine while also rejecting rumours that its Chiang Mai branch will be used as a missile base.

"We commend Thailand for joining the overwhelming majority of countries that voted at the UN to demand that Russia immediately cease its use of force in Ukraine," US Chargé d' Affaires and acting Ambassador Michael Heath told Thai media on Thursday.

Thailand joined 141 countries in supporting the resolution to condemn Russia during an emergency meeting of the UN General Assembly at UN headquarters in New York on March 2.

Heath condemned the conflict as "Putin's war of aggression".

"Ukraine posed no threat to Russia, and Putin alone bears responsibility for the senseless violence and invasion of sovereignty," he said, adding that the US will continue to seek a diplomatic and peaceful resolution to the war.

"America has had a consulate in Chiang Mai for 72 years and we are proud to be the oldest foreign consulate in northern Thailand. For 72 years, the consulate has been on the site of a beautiful old house that was never designed to be an office so we are excited about finally moving into a new modern office building," he said, explaining why the consulate was moved.

"Like all US diplomatic facilities worldwide, the new consulate office building must meet high physical security requirements and is designed to meet modern environmental standards. This new building will also better enable us to provide services to the people of the region and the tens of thousands of American nationals who call northern Thailand home."

He said the US government needed a consulate in Chiang Mai because about 17,000 Americans live in the northern city.

He said the old consulate may be turned into a learning centre or library.

Especially now that the Russian invasion of Ukraine is affecting the Thai pocketbook.

 

In a feature article by the Thai Rath news team reporters noted that pump prices are affecting everyone, but especially the transport sector.

 

Tourism is being thoroughly affected despite it being low season. 

 

Ukrainians have stopped coming altogether and Russian tourists are considerably down, Sitthiwat Chiwaratanaporn of the Thai Tourism Business Association noted. 

 

In addition there are 1,000 Ukrainians stranded in Thailand with help underway to extend their visas. 

 

Sitthiwat noted that one in four tourists arriving in the country before the conflict were Russians. Now many are staying home.

He noted that only the very rich ones are coming due to the devastating effect that sanctions have had on the value of the rouble. 

 

He said that in 2019 - pre-pandemic - Russians made up 1.5 million tourists or in excess of 100,000 a month. 

 

Last year they were in fourth place in the leading visitors to the country.

Sitthiwat noted further that European tourism in general was down and that it is now the off-season. 

 

Meanwhile everyone in the industry has virtually stopped talking about the Chinese return to Thai shores.

 

Covid outbreaks there have resulted in implementation of the "zero tolerance" policy meaning that tens of millions are under lockdown.

 

Chinese tourism that accounted for around 25% of visitors to Thailand pre-pandemic still looks a long way off as the government there deters travel tours abroad. 

 

Generally speaking Sitthiwat said the pandemic was being well handled but he had little confidence of mass tourism returning any time soon, whether the government declares the disease endemic or not. 

 

That has been indicated as coming around June.

 

He pointed to many countries suffering with Covid and people not having money to travel and picked out South Korea as a case in point. 

 

Visitors from there have little appetite to go to Thailand when a 14 day quarantine awaits them on returning home. 

 

Ten million from China among the 39 million who previously visited and a million from Singapore have disappeared altogether he lamented. 

 

The only bright spot on the horizon was the potential for Saudi Arabian visitors to Thailand.
