đŽ This is what we know so far about the re-opening of Thailand on 1st November to fully vaccinated visitors from low-risk countries. We should get more details soon, including the list of countries. But it looks like you only have to stay in a pre-booked hotel for the first night, and then you are free to go where you like.
They are also talking about a "blue zone" where pilot tourist areas can apply to operate normally like what is happening in Phuket now. So, it is possible that some of the 15 provinces mentioned could serve alcohol in restaurants like they can in Phuket. More details soon.
