Prime Minister rules out dialogue with the 'mob' who he accuses of threatening to disrupt Bangkok

His comments come as police on Tuesday issued over a dozen summonses to all protest leaders who are facing a range of charges under the Criminal Code and the Computer Crime Act including Section 112 counts for Lèse majesté. Senior security officials have been warning, for the last week, that a crackdown was coming using the full scope of the law as both the Prime Minister and the Army Chief, in the last few days, have been forced to reject media speculation on the imposition of martial law or a coup to deal with the situation.

As more protests kicked off in Bangkok on Wednesday, the government and senior security officials appear to be relying on the application of legal measures against the leaders of the movement to bring the situation under control. On Tuesday, it is reported that over a dozen police summonses were issued against key protest organisers including Parit Chiwarak or 'Penguin' who has been charged under the draconian Section 112 provision of the criminal code for Lèse majesté which could see him jailed for up to 15 years. Prime Minister Prayut Chan ocha said on Wednesday that protest activity was normal in a democracy but warned that all those breaking the law will be pursued and prosecuted. General Prayut ruled out any dialogue with the 'mob' who he accused of disrupting life in the capital.

The Prime Minister, Prayut Chan ocha, on Wednesday confidently ruled out any possibility of either martial law or a military coup in Thailand as he criticised the ongoing student-led protests and declared that he would not engage in dialogue with a 'mob' that was disrupting the lives of ordinary people in Bangkok. His comments follow a wave of new legal proceedings against all key protest leaders since Tuesday including charges against Parit Chiwarak (right) pictured near the Siam Commercial Bank on Wednesday dressed as a rubber duck as the protesters adapted the theme to emphasise the peaceful nature of their protest activity despite the violence and property damage seen at last week's protests on Tuesday and Wednesday, the 17th and 18th November. Mr Parit or the 'Penguin' was summoned by police to face a Section charge 112 for Lèse majesté on Tuesday which could see him jailed for up to fifteen years if a court finds him guilty of the offence.

On Wednesday, following a meeting at the Ministry of Foreign Affairs where he addressed the United States-ASEAN Business Council, the Thai Prime Minister, Prayut Chan ocha, emphasised that the government would be relying on normal laws and legal measures to contain the ongoing protest movement.

He warned that all those breaking the law would be prosecuted. His comments come after over a dozen summonses were revealed overnight against the main student protest leaders issued by police in Bangkok relating to the ongoing struggle.

General Prayut pointed to the chronic traffic problem experienced by Bangkok motorists on Wednesday as police took measures to protect two locations in Bangkok targeted by the protest movement.

Both are linked with the monarchy. 

Overnight, the protest leaders switched the targeted location of the protests from the offices of the Crown Property Bureau to the headquarters of one of the country's main banks, Siam Commercial Bank.

He said he would not talk or negotiate with the 'mob' who he accused of threatening not only the government but the people of Bangkok through their actions which have caused disruption and chaos in the city to people's daily lives.

No martial law, no coup as protesters directed to major bank headquarters linked with the monarchy

The PM categorically ruled out both the possibility of the use of martial law by the government and a possible coup d'etat this week as protests again took to the streets with rival groups opposing each other.

General Prayut appealed to those taking part in the protests to have regard for police officers doing their duty as extra reinforcements were deployed on Tuesday to protect the offices of the Crown Property Bureau in Bangkok after the Ratsadorn protest movement initially identified it as a location.

The protesters then switched to the head office of the Siam Commercial Bank in which the monarchy is a major shareholder.

Army chief urges media to put a lid on coup speculation as General Prayut blames protest leaders for fermenting such rumours as a scare tactic

On Tuesday, the Commander and Chief of the Thai army also rejected speculation of a coup in Thailand.

He explained that helicopter flights, linked with the army's operations, were normal over Bangkok after social network reports linked them to ongoing rumours and speculation of a coup. 

General Narongpan Jitkaewthae said the reports were fake news and wished that the media would stop using the term. 

He reiterated a claim, made also by the Prime Minister, General Prayut, on Tuesday, that coup rumours were being fermented by leaders of the protest movement to destabilise the public's confidence and gain attention for their activities.

The army chief said he felt that such speculation was damaging not only to the Thai economy but also the mental health and well being of the public. 

Pressed by reporters who suggested that the heightened tensions between the government and the protest movement may precipitate a crisis, General Narongpan said he thought there was a way out of every situation.

Police roll out summonses to protest leaders

Meanwhile, Thai police are reporting that legal proceedings are being taken against all those involved in the protest activity to date.

On Tuesday, Metropolitan Police Bureau Commissioner, Lieutenant General Phukphong Phongpetra, said that his department was currently investigating 107 cases relating to the protests on the streets of which 24 have been sent to public prosecutors.

'Penguin' who raised concerns of a military coup on Sunday summonsed on Tuesday for Lèse majesté

On Tuesday, Parit Chiwarak, who on Sunday raised suspicions about a pending coup, received a police summons from the Metropolitan Police Bureau relating to, among other offences, a charge under the Lèse majesté law or Section 112 of the criminal code as well as Computer Crime Act violations under Section 14(3).

The protest leader must appear before police on December 1st to answer the charges.

The charges appear to have originated from the Technology Crime Suppression Division of the Royal Thai Police.

Not intimidated by the charges

The protest leader said that the investigating officer was the Deputy Chief of the agency, Police Colonel Siriwat Deephor. The Penguin said he was not intimidated by the charges.

'The summons have come to my house, two charges of Section 112 and the Computer Act. To the person who is thinking, use this section of the law. Let me tell you, right now, that I'm not afraid. The ceiling is broken. Nothing will cover us again', he concluded.

Progressive Movement leader Thanathorn also met with investigating police on Tuesday over Election Commission's shareholding complaint

On Tuesday morning, the leader of the Progressive Movement and former leader of the Future Forward Party, Thanathorn Juangroongruangkit, had a meeting with investigators at the Metropolitan Police Bureau who are also pursuing charges against him.

The case relates to a file presented to police at Thung Song Hong police station by the Election Commission which initially had Mr Thanathorn removed last year as an MP after it sent a case to the Constitutional Court alleging that he breached the Elections Act 2018 by having a media shareholding when he declared his candidacy, in early 2019, for the General Election.

Now, the commission has passed the case onto police who are investigating possible criminal charges against Mr Thanathorn under the law.

The consequences for breaching the act, which Mr Thanathorn has always denied, but on which the Constitutional Court upheld the complaint made against him, could see him jailed for up to 10 years, fined up to ฿200,000 and face another ban from politics of up to 20 years if convicted by a criminal court.

Wealthy political leader facing constant harassment

After he met with police, Mr Thanathorn was upbeat. 

He is currently involved in supporting candidates for limited local elections being held in key constituencies throughout Thailand this year.

The wealthy heir to a billionaire auto parts tycoon, who took over the family business after his father died in 2002 when the young man was only 23, told the media that there was a constant campaign to thwart his activities including instances where he has been blocked by hostile crowds, mainly royalist supporters, in recent weeks demanding that he leave the country.

Rejected charges against him over a defunct magazine

He repeated the defence to the allegations which lawyers, on his behalf, submitted to the top court last year, asserting that he had disposed of the shares in a long-defunct airline inflight magazine before officially declaring himself as a candidate in early 2019.

He said that it was clear that he intended to dispose of the shares to his mother and that the police and courts should bear this in mind. 

He also claimed that a similar situation had arisen with a government party MP against whom no action was taken after the MP explained that the media business had closed.

The progressive leader called on the police and those in government to be more tolerant and to listen to what student protesters are saying on the streets.

The Central Criminal Court for Corruption and Misconduct Cases on Wednesday sentenced a former Thai Airways International (THAI) chairman to two years in jail without suspension for failing to pay for 300kg of excess baggage in 2009.

Wallop Bhukkanasut was convicted and sentenced on charges filed by the National Anti-Corruption Commission (NACC) for violating Section 11 of the Act on Offences Committed by Officials of State Organisations or Agencies.

Wallop, while chairman of the board in 2009, was found to have abused his authority in ordering airline staff to change the stated weight of his luggage so he could evade charges for the excess.

Wallop and his wife returned from a trip to Japan in November 2009. He used his position to bring more than 300kg of luggage back from Narita to Suvarnabhumi airport without paying for the excess weight. 

In early 2010, after a fact-finding investigation, Mr Wallop was ordered to pay for the excess baggage. He resigned as executive chairman of the airline.

The Central Criminal Court for Corruption and Misconduct cases on Wednesday found him guilty of the charge brought by the NACC. The court sentenced him to two years in prison without suspension.

Mr Wallop, who was on bail, was at the court for the ruling, Thai media reported.

The NACC had earlier found grounds to charges against Mr Wallop over his failure to pay the excess baggage charge.  He was also accused of accepting gifts - Kobe beef and expensive fruit - from a private firm, with a combined value of more than 3,000 baht.

Thailand to Give Free 5-Year Visas to Luxury Condo Buyers

Thailand will give out free five-year Elite Card visas to any foreigner buying luxury condos in the next two years.

The government earlier this month approved the plan to offer the lowest-level Elite Card residency visa, called Easy Access, to buyers of one or more condo units costing a total 10 million baht or more. The visa normally costs 500,000 baht.

The free-visa campaign is expected to begin after the new year and will run for two years.

The move is a bid by the government to breath like back into the country's moribund real estate market by enticing foreigners to invest and live in the kingdom.

Somchai Soongswang, president of Thailand Privilege Card, which operates Elite visa program, said the five-year visas also include perks like a VIP guide at the airport, expedited immigration and passport control and free limousine transport from the airport to a hotel or residence 24 times a year.

Thailand's property developers have been hemorrhaging cash and employees during the coronavirus pandemic with major firms like Sansiri and Pruksa each cutting hundreds of workers since the summer.

The Thai Real Estate Association estimates more than 2,000 industry employees will lose their jobs this quarter if the government doesn't do something to bail out the sector.

Developers in Bangkok and popular tourism destinations like Pattaya and Phuket have spent the past the past five years in a building frenzy, all with an eye toward Chinese, Taiwanese and Singaporean buyers. Even now, as Pattaya teeters on the verge of economic collapse, the building cranes and hammering continues.

Elite visas first were introduced in 2003 to target high-net-worth investors, offering them visas lasting up to 20 years for a sum of up to 2 million baht up front. Most Elite Card visa holders are mainland Chinese, Japanese, South Koreans, Britons and Americans.

The Elite visas hit record new-membership levels for the fiscal year that ended in September: 2,674 new members were added, a rise of 24.8 percent year-on-year.

Wallenbergsfären har i princip halverat sin ägarandel i SAS i samband med rekapitaliseringen i oktober, visar nya ägarsiffror från SAS. Danska och svenska staten har samtidigt ökat sin kontroll betydligt.

Knut och Alice Wallenbergs stiftelse har i och med nyemissioner och konverteringar minskat sin andel av SAS-aktierna till 3,4 procent, enligt en ny ägarlista presenterad av det krisdrabbade flygbolaget.

Inför transaktionerna var ägarandelen nästan dubbelt så stor, på 6,5 procent.

Svenska och danska staten har samtidigt ökat sina andelar till 21,8 procent var. Den svenska staten ägde inför transaktionerna 14,8 procent, medan Danmark ägde 14,2 procent.

Som fjärde största ägare har samtidigt den norska oljefonden dykt upp med en andel på 1,8 procent.

Systemair-grundaren Gerald Engström är enligt den färska ägarlistan nummer fem bland ägarna med 1,5 procent av SAS-aktierna.

De övriga fem av de tio största ägarna är institutionella ägare: Evli Fonder, Avanza Pension, Nordea Liv & Pension, SEB Fonder och Spiltan Fonder.

Vid sidan av en stor företrädesemission drog SAS i oktober in totalt 14 miljarder kronor i nytt kapital med hjälp av bland annat en riktad emission och skuldkonvertering.

Men SAS-aktien späddes ut till 95 procent av rekapitaliseringen och bolagets börsvärde har sedan årsskiftet rasat med 60 procent.

Gov't Promises New Economic-Stimulus 'New Year's Gifts'

The government is planning to deliver new economic-stimulus programs as "New Year's gifts" to the public, officials said Tuesday.

While not detailing what those plans are, Prayut said that since Thailand has controlled the coronavirus outbreak "it is time to solve people's economic problems and support the national economy".

Finance Ministry Permanent Secretary Krisada Chinavicharana echoed those comments in a speech to the Wealth Forum on Tuesday, saying new programs will be introduced within weeks.

One certain item on the agenda is expansion of the hugely successful "co-pay" scheme that allows Thais to get 50 percent discounts at designated retailers, restaurants and service providers with the government reimbursing the business for the discount.

Krisada said that the government likely increase the number of eligible people in the next round of registrations, pending a report on expected applicants from Krungthai Bank.

As of Nov. 15, more than 8 million people used the scheme and 680,000 vendors joined it, including about 90,000 street vendors. The second phase of the program is expected to be opened to more than 10 million Thais.

Krisada said the ministry will continue to promote economic growth, maintain the employment rate and expedite government spending. The ministry is sure its measures will help rebuild confidence among international companies to enable them to invest in Thailand once again.

To that end, Prayut will meet virtually Wednesday with executives from large-scaled American companies including Apple, 3M, Ford, General Electric, Citibank, FedEx, Bayer and Pfizer to discuss investment possibilities.

The Finance Ministry chief, in his speech, noted that Thailand's economy is steadily improving, although it remains in recession.

Economic output in the third quarter fell 6.4 percent from a year earlier but fourth quarter gross domestic product is expected to fall only 3.5-4.5 percent. And next year, Krisada said, the economy next year is expected to grow by 3.5-4.5 percent.

He noted the government has been pursuing financial and monetary measures, using the 1-trillion-baht emergency loan for economic recovery, with funding now being disbursed for related projects.

När Thai Airways nu fokuserar sin trafik på större nav och där försöker att samla sin passagerare som feedas in till naven från andra destinationer väljer det thailändska flygbolaget bort Oslo och Stockholm i Skandinavien. Före pandemin flög Thai Airways dagligen från Köpenhamn, Oslo och Stockholm till Bangkok och under vintern förekom också flygningar från Köpenhamn och Stockholm till Phuket.

Thai Airways aktie stoppades från att handlas på den thailändska börsen under förra veckan efter att revisorer vägrat att kommentera flygbolagets balansräkning fram till och med september enligt Bangkok Post. Thai Airways VD uppgav att bolaget gjorde en förlust på drygt sex miljarder svenska kronor under årets tredje kvartal och man flög 92 procent färre passagerare jämfört med det tredje kvartalet år 2019.

John Brown of online booking platform Agoda predicted that Asia would show the way in tourism recovery after the pandemic, reported Thai media RYT 9.

 

Speaking on CNBC Mr Brown said that signs were that both Thailand and Taiwan would lead the way in Asia where recovery is likely to be far quicker than in the west.

 

He singled out Thailand for praise in dealing with the pandemic and said that both Thailand and Taiwan's domestic tourism market was getting going again.

 

Vietnam's domestic tourism was also doing well. 

 

He said the world was looking towards Asia.

A meeting between the House speaker, the chief government whip and the chief opposition whip on Tuesday agreed that 21 commissioners would form a reconciliation panel, two of whom would represent pro-democracy protester groups, House Speaker Chuan Leekpai said.

"Two persons will be representatives of groups that disagree with the government [protesters], two will represent the government, two will be MPs from the government coalition, two MPs from the opposition, two from the Senate, two from groups that agree with the government, and the remaining nine will be experts in related fields," Chuan said.

The experts will come from the Council of University President of Thailand (three persons), Rajabhat University (one), Rajamangala University of Technology (one), and the other four will be selected from a list of those who have experience in political reconciliation.

"The panel will have as its secretary the deputy secretary-general of the House of Representatives, while four officials from the Office of the Secretary-General will act as assistant secretaries," Chuan said.

"The president of the committee will be selected by its members."

When asked about his expectations on the reconciliation panel, Chuan said he did not expect an excellent resolution but a concrete one that could be implemented instantly to solve the current problems.

"If the protesters refuse to join the panel, we will continue working with what we have, and will try to invite all parties to take part in the reconciliation," he added.

Meanwhile, chief Pheu Thai whip Suthin Klungsaeng said the opposition would later discuss whether or not it would have its representatives join the panel.

"It is a good sign that the first step towards reconciling political problems has been jointly put in motion by the government, the opposition and the Senate," he said.

House of Representatives deputy secretary-general Khunnawut Tantrakul, who will serve as the reconciliation panel secretary, said that after this he would send formal letters to six authorities (the government, chief government whip, chief opposition whip, Council of University President, Rajabhat University and Rajamangala University of Technology) to select representatives to join the panel as per their quota.

"We will not post a deadline for representative nominations, but will arrange a meeting as soon as we receive all the names required by the quota," he added.

Motorists who have modified their headlights or taillights may now face fines for up to 50,000 baht, the Department of Land Transport announced yesterday, November 23.

Jantira Buruspat, Deputy Director-General of the Department of Land Transport, said that the regulation is being officially mentioned again and enforced after the department received several complaints of people's visibility being affected by headlights and taillights that have been modified to be too bright, flashing, or in different colors other than those specified by law, such as blue.

The deputy director-general stated: "The customization of vehicle headlights or taillights in private cars and taxi-meters is against the Vehicle Act B.E 2522, facing a maximum penalty of 2,000 baht."

"Light modification in public buses and large trucks also violates the Land Transport Act B.E. 2522 for adding objects to vehicles that can harm other people's physical or mental health, which stipulates a maximum penalty of 50,000 baht."

The Department of Land Transport also asked owners of vehicles to be fully aware of the importance of road safety and should ensure the authenticity of their vehicles is in line with the manufacturer's standards.

Apart from the hefty fines, owners who fail to meet requirements will also be told to rectify their equipment before their license is renewed or vehicle inspected, according to The deputy director-general.

"We are also cooperating with police nationwide to randomly inspect vehicles at selected checkpoints. Officials can immediately take charges against the drivers if their vehicles are found with modified headlights or taillights." Jantira stated.

Unity panel membership takes shape

The make-up of the proposed reconciliation committee was finalised yesterday at a meeting chaired by parliament president Chuan Leekpai.

The panel is to include 21 members selected from seven groups, including representatives of the protest movement.

Also present were Senate Speaker Pornpetch Wichitcholchai, chief government whip and Palang Pracharath Party (PPRP) MP Wirat Ratana­sate, chief opposition whip and Pheu Thai MP Sutin Klungsang.

The proposed panel will comprise two representatives each from the government, government MPs, opposition MPs, senators, the protest group, as well as other concerned groups.

The panel will also have nine highly-regarded academics and experts -- three from the Council of University Presidents of Thailand, one from the Council of Presidents of Rajabhat Universities, one from the Council of Presidents of Rajamangala Universities of Technology, and four experts with experience in previous reconciliation efforts.

House Deputy Secretary-General Kunnawut Tantrakul will serve as the panel's secretary.

Mr Sutin said that he was not sure if the proposed panel will by supported by all stakeholders, but suggested that now its structure is set, the opposition camp, as well as the protest group, should reconsider joining it after previously declining the invitation, Mr Sutin said.

Anti-government protesters under the People's Movement have called the plan a ruse to keep the prime minister in power.

Mr Sutin said that the panel's immediate priority is to find ways to defuse the tension, but it will also work on long-term solutions to the political conflict.

Meanwhile, Patcharin Khamsiri­pong, spokeswoman of the PPRP, said that the party is ready to support efforts to foster reconciliation, and agrees with the parliament president's approach to ending the conflict.

She also said that MPs and senators will attend a joint meeting on Dec 1 to deliberate a national referendum bill.

Voice TV asked some tourist businesses their opinion about opening up Thailand. 

 

They got a clear answer: Open up the country now. 

 

The message was put in stark terms. 

 

There are still fears about Covid-19 but not opening up the country to foreign tourists would mean they would starve to death.

Amporn W. who owns a massage shop in Huay Kwang, Bangkok, said business was terrible. All her customers were Chinese and Taiwanese so she had virtually none now. 

 

There were few Thais wanting her service. She didn't know if she could last past the end of the year. 

 

Yes, Covid was a worry to her but you could get the disease and recover. 

 

What recovery was there from starving to death, she asked. None.

The same was true of Jinda L. and Noprada W. who run a restaurant that caters to foreigners. They implored the government to open up the country to improve the economy. 

 

They couldn't charge as much for Thais as they could do for foreigners, they lamented. 

 

They too were worried about Covid but the state of their business was another form of death. They couldn't last longer either.

 

As always Voice found that people wanted quarantine to ensure the virus was not brought in, albeit suggesting that it was reduced to a few days or about a week. 

 

And there is the crux of the matter. 

 

Who is going to come for a short holiday if they have to quarantine for any length of time?

Voice referred to the Special Tourist Visa that so far has meant a few tourists arriving for long stay trips.

 

But this involves 14 day quarantine and there have been few people prepared to do it.

 

It is not the answer.

 

Opening up the country now is the only answer to stop more tourism businesses going to the wall was the overriding message from their article.

New app to track tourist's movements in Thailand
The Thai government is to introduce a new application, called "Thailand Plus", to enable the tracing of foreign tourists in the country.

A new app, named Thailand Plus, for tourists has been created to help officials track their whereabouts more precisely once they have arrived in Thailand.

The app functions will link to information from the Ministry of Foreign Affairs, regarding the certificate of entry (COE) of the arriving foreign tourists, for screening and tracing, from arrival in Thailand, for the prevention of COVID-19 spread.

Similar to a GPS system, he said that officials will know the whereabouts of the tourists during their stay in Thailand, in case any of them are found to have contracted the contagion, so that action can be taken immediately to prevent its spread.

He disclosed that, so far, as many as 600,000 Thais have downloaded the Mor Chana application, as he urged more Thai people to do so as a preventive measure, assuring that their privacy will not be compromised by the system.

The Tourism Authority of Thailand has introduced a conditional special tourist visa (STV), for long-stay tourists from low-risk countries, in order to revive the tourism industry, which has been badly battered by the COVID-19 pandemic.

Some of the requirements to be met by such tourists include a 14-day mandatory hotel or hospital based quarantine period and health insurance of 400,000 baht minimum. – ThaiPBS
